EU Publishes Proposals for Building Product Regulations

On 7 February 2024, the European Parliament and the Council published a proposal for a Regulation laying down uniform conditions for the sale of construction products, amending Regulation (EU) 2019/1020 and repealing Regulation (EU) 305/2011 (COM/2022/144 final). The proposal proposes to replace Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down uniform conditions for the sale of construction products and repealing Council Directive 89/106/EEC.

In line with the Circular Economy Action Plan, the proposal for the regulation will address the environmental sustainability and safety of construction products through the application of a digital tool (the Digital Product Passport), which will help to reduce the overall impact of construction products on the climate and the environment and to protect human health or safety.

The regulation will enter into force 20 days after its publication in the Official Journal of the European Union; it will be formally implemented from one month after its entry into force. The Regulation is binding in its entirety and directly applicable in all Member States.
